This article investigates the current state and regional challenges of water resource utilization in the Sokh River basin, a strategic hydrological object in the Fergana Valley, under the conditions of global climate change and regional water scarcity. The study analyzes the specific features of water resource management across the basin’s landscape zones, focusing on high-mountainous, foothill, and oasis areas. The technological, geomorphological, and anthropogenic causes of water losses are scientifically substantiated. The authors propose practical recommendations for developing a landscape-geographic model of water management, the digitalization of irrigation systems, and the implementation of modern hydrotechnical solutions to enhance water-use efficiency.
