Speaking is widely regarded as the most demanding of the four language skills, and many learners of English as a foreign language (EFL) attain reasonable levels of reading and listening while remaining unable to communicate fluently in speech. This article reviews and synthesises the second-language-acquisition (SLA) and language-teaching literature in order to identify the instructional strategies that most effectively improve English speaking ability. Following an analytical literature-review design, foundational and widely cited works in applied linguistics and English language teaching were examined and their findings organised thematically. The analysis identifies six interrelated strategy clusters: (1) maximising meaningful output and interaction; (2) task-based and communicative practice; (3) systematic fluency-building activities; (4) explicit attention to pronunciation and communication strategies; (5) reduction of speaking anxiety and the building of learner confidence; and (6) the integration of technology and out-of-class practice. The discussion argues that no single technique is sufficient: effective speaking instruction combines abundant practice opportunities, supportive feedback, and balanced attention to both fluency and accuracy. The paper offers practical implications for teachers in EFL settings and highlights the need for locally situated empirical validation.
