Abstract

This paper examines the improvement of relations between the Council of People's Deputies and the local executive administration (khokimiyat) under the new constitutional framework. Rather than interpreting this relationship as one of subordination or confrontation, the study advances a model of cooperation exercised under representative oversight. Functional separation, programmatic cooperation, committee expertise, deputy and Council oversight, and digital and public monitoring are identified as the constituent elements of the mechanism of checks and balances at the local level. The study relies on constitutional-legal, formal-legal, institutional, functional and comparative-legal analysis, taking as its principal criteria the three conditions of an effective local representative body: genuine competence, access to information, and practical consequences flowing from the results of oversight. On this basis, the paper develops organizational and legal proposals concerning the obligation of the executive administration to provide information, the practical effects of Council oversight documents, the substantive requirements applicable to replies to deputies' inquiries, and transparency.
