Abstract

This article examines the economic effectiveness of developing inclusive services in higher education institutions through the lens of human capital theory. The study draws on official statistics and public policy measures in Uzbekistan concerning poverty reduction, access to education, and labor-market inclusion. It substantiates that the low participation of young persons with disabilities in higher education reflects the underutilization of human capital potential. Comparative analysis of international experience shows that expanding inclusive higher education services can contribute to sustainable poverty reduction, broader employment opportunities, and economic growth. Practical recommendations are proposed for the institutional, pedagogical, and economic development of inclusive services in higher education.
