This thesis briefly examines human capital development strategies required to support AI-adaptive governance in higher education institutions (HEIs). A four-dimensional competency framework — digital literacy, AI literacy, data analytics, and change management — is proposed, together with an illustrative skill-gap assessment across staff categories. A phased competency-development roadmap is presented, moving from foundational digital skills toward advanced AI-governance competencies. The study demonstrates that technological investment in AI-adaptive governance yields limited returns unless accompanied by systematic human capital development, and it concludes with practical recommendations for structuring staff training programs in Uzbek HEIs.
