Abstract

This thesis briefly presents a risk management framework for artificial intelligence (AI)-enabled governance in higher education institutions (HEIs). Four categories of governance risk technological, financial, ethical/data-privacy, and human-capital are systematized, and a four-stage risk management cycle (identification, assessment, mitigation, monitoring) is proposed. An illustrative probability-impact matrix is used to prioritize risk categories, and corresponding mitigation strategies are mapped to each category. The study results in an institutional risk-governance structure and practical recommendations for HEIs adopting AI-based governance tools under conditions of limited institutional experience.
