ORGANIZATIONAL AND LEGAL FOUNDATIONS OF THE DISTRIBUTION OF POWERS BETWEEN LOCAL COUNCILS AND KHOKIMS UNDER THE NEW CONSTITUTIONAL CONDITIONS (RESEARCH THESIS)

Abstract

The selected topic is the organizational and legal foundations of the distribution of powers between local Councils of people’s deputies and khokims under the new constitutional conditions. The topic was formed within the author’s dissertation research; its relevance stems from the separation of the chairperson of the Council from the khokim under the 2023 constitutional reform, and from the full implementation of this institutional change at the district and city level from 1 January 2026. In selecting the topic, account was also taken of the fact that most of the existing scholarly literature covers the period before the new model was fully implemented.
