Abstract

This systematic review investigates dynamic controversies between official legislative reforms and informal social embeddedness in Central Asia through the prism of institutional-evolutionary theory. In spite of extended post-soviet reforms, widespread use of western management methodologies often did not lead to institutionally functional maturity. By bridging this critical gap in secondary literature, this study utilizes synthesized fundamental research to clarify asymmetry between consistent local regulations and imported formal rules. The findings prove that admitting the existence of these informal networks is of paramount importance. There is an assumption about integrating institutional-evolutionary frameworks in order to overcome limitations of non-contextualized western administration frameworks in transition economy nations.
