Abstract

The Uzbekistan Education for Excellence Program (UEEP) implemented a comprehensive education reform approach based on international best practices, local expertise, and a theory of change linking program outputs and outcomes to the long-term goal of improved student learning. In collaboration with the Uzbekistan Ministry of Preschool and School Education (MoPSE), the Program developed education standards, scope and sequences, textbooks, teacher guides, and continuous professional development for educators in pilot schools. Research was embedded within implementation to test assumptions, address knowledge gaps, and understand the complex dynamics of classrooms and the wider education system. A research portfolio included studies of teacher professional development, teaching and learning materials, learning outcomes, classroom instruction, teacher support systems, and early-grade reading, mathematics, and information and communication technology. This conference paper presents the research process, emphasizing two central principles: collaboration and iteration. The approach brought together government partners, local and international experts, and field teams. Findings and emerging evidence were repeatedly reviewed and used to adapt program interventions, materials, and implementation strategies. The UEEP experience demonstrates the value of integrating international as well as local research, learning, and adaptation into large-scale education reform.
