Abstract

The prevention of crime and maintenance of public order are among the primary objectives of modern law enforcement systems. In Uzbekistan, prevention inspectors play a crucial role in preventing offenses, ensuring public safety, and strengthening cooperation between law enforcement agencies and local communities. This article examines the legal status, functions, and activities of prevention inspectors in Uzbekistan and compares them with community policing models implemented in Japan, the United Kingdom, Germany, and the United States. Using comparative legal and analytical methods, the study identifies common features and differences between these systems. The findings demonstrate that foreign experiences, particularly Japan’s Koban system and community-oriented policing practices in Western countries, offer valuable lessons for improving the effectiveness of prevention inspectors in Uzbekistan. The article proposes recommendations aimed at enhancing community engagement, digitalization, and preventive law enforcement practices.
