IMPROVING THE QUALITY OF MEDICAL SERVICES BASED ON PUBLIC-PRIVATE PARTNERSHIP

Abstract

this article examines the theoretical, institutional and practical aspects of improving the quality of medical services through public-private partnership (PPP) mechanisms. The research argues that PPP can become an important instrument for modernizing healthcare infrastructure, attracting private investment, introducing modern diagnostic and treatment technologies, strengthening management efficiency and expanding access to patient-centered care. Particular attention is paid to the interaction between public regulation, private sector efficiency, quality standards, digital monitoring and independent assessment of service outcomes. The article also identifies major barriers to PPP development in the healthcare sector, including legal uncertainty, investor risk, personnel shortages, unequal regional access and weak quality evaluation systems. On this basis, a conceptual mechanism and policy recommendations are proposed for increasing the effectiveness of PPP projects in medical services.
