Abstract

This study explores strategies for improving pedagogical personnel management in non-state preschool educational organizations. The research compares the experiences of Finland, Singapore and South Korea in teacher selection, professional development, motivation and career progression. The findings show that Uzbekistan’s non-state preschool sector requires a more systematic approach to human resource development.
