Abstract

This thesis examines the current state of mortgage lending in commercial banks, with particular focus on the Republic of Uzbekistan. The study identifies key structural challenges including high interest rates, limited loan tenors, inadequate secondary mortgage market infrastructure, and constrained household affordability. Drawing on international comparative data from Germany, the United States, Kazakhstan, and Russia, the paper proposes a set of evidence-based recommendations to modernize and expand mortgage lending. These include the introduction of state-subsidized programs, digital transformation of origination processes, development of secondary mortgage markets, and regulatory enhancements. The findings suggest that a comprehensive reform strategy can significantly increase mortgage market penetration, improve access to housing finance, and support macroeconomic stability.
