ADAPTATION OF HUMAN CAPITAL TO DIGITAL GROWTH: LESSONS FROM DEVELOPED COUNTRIES AND IMPLICATIONS FOR UZBEKISTAN

This study examines how human capital adapts to the accelerating process of digital transformation and explores the experiences of developed countries in aligning workforce capabilities with digital growth. The analysis highlights that successful digitalization depends not only on advanced technological infrastructure but also on the readiness of human capital–particularly digital literacy, adaptive skills, and continuous learning systems. Countries such as South Korea, Finland, Singapore, and Estonia demonstrate that long-term investments in education, reskilling frameworks, and innovation-oriented human capital policies are essential for achieving sustained digital competitiveness. Drawing from these international practices, the paper outlines strategic implications for Uzbekistan as it seeks to strengthen its digital economy. The findings suggest that integrating digital skills into education, institutionalizing lifelong learning, and enhancing public–private collaboration are key to building a resilient and future-ready workforce.
