This article examines the key principles of creating an inclusive urban cultural environment for people with special needs in the context of achieving sustainable urban development goals. Particular attention is paid to the concepts of "accessibility" and "inclusion" as formative elements of an inclusive museum environment, as well as the concepts of "disability," "limited abilities," and "special needs" that characterize certain groups of city residents.
