This conference paper discusses the development of managerial decision-making culture in educational organizations. The paper is theoretical and does not present empirical data. It argues that educational leaders need decision-making practices that combine cognitive discipline, ethical orientation, communicative clarity, participation, psychological safety and reflective accountability. Such a culture helps institutions respond to change while maintaining trust, professionalism and human-centered responsibility. Drawing on management psychology and leadership studies, the paper offers practical recommendations for decision protocols, leadership training and internal communication systems. The paper concludes that managerial decision-making culture is both an administrative and educational resource because leaders model the reasoning, respect and responsibility expected from the academic community.
