ORGANIZATIONAL AND LEGAL MECHANISMS FOR STRENGTHENING THE OVERSIGHT POWERS OF LOCAL COUNCILS OVER EXECUTIVE AUTHORITY (RESEARCH THESIS)
Abstract
The selected topic is the organizational and legal mechanisms for strengthening the oversight powers of local Councils of people’s deputies over executive authority bodies. The topic was developed within the author’s dissertation research on “Organizational and legal improvement of the activity of local Councils under the new constitutional conditions,” and it is directly connected to the fact that, following the 2023 constitutional reform, the separation of the chairperson of the Council from the khokim (the head of local executive authority) turned representative oversight into an institutionally independent function. The topic was also chosen because the new procedural institutions adopted in 2024–2026 — the council inquiry, the council inspection, and appeals-based hearings — have not yet been examined together as a single oversight cycle.
