Abstract

This research analyzes the evolution of Uzbekistan’s bilateral cooperation in protecting labor migrants’ rights from 1996 to 2026. Facing high demographic growth Uzbekistan transitioned from passive labor export to active, rights-centric bilateralism. Through constitutional mandates and the establishment of the Cabinet-level Migration Agency, the state built structured, agreement-based corridors. By synthesizing key bilateral frameworks, this study demonstrates how intergovernmental treaties, judicial safeguards, and the 'Education + Work' pre-departure paradigm protect the human dignity, labor rights, and socioeconomic welfare of citizens abroad.
